The Dublin local authorities' waste policy of "no payment, no collection" was implemented across the city and county for the first time this week.

Dún Laoghaire-Rathdown County Council, the last local authority to introduce the policy, began refusing to collect waste for which it has not been paid a household charge in Glenageary and Ballybrack yesterday.

Bins for which no charge were recorded were left unemptied in Mount Merrion Avenue on Tuesday.

The council said its policy will be fully in place by the weekend.

South Dublin County Council has been extending its policy since September, and has now refused to collect waste from anyone who has not paid up to last year.

Those who have not paid up for this year are to be targeted over the coming week.

Dublin City and Fingal councils said they are already refusing to collect waste from all households which have not paid the charge.

None of the councils has reported on-going difficulties with the waste collection, though Fingal County Council reported a "two-hour" protest outside its depot yesterday morning.
